Position Summary:The Project Manager (PM) is responsible for managing a Control Center project from its inception to its conclusion. The Project Manager plans, directs, and coordinates activities for a designated project to ensure that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters. The Project Manager is a position requiring ten or more years of demonstrated project management experience on telecommunications or IT network related projects using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans for large-sized projects (more than $2M lifecycle cost). Essential Functions:Be responsible for the overall success of the project.Establish and obtain approvals for the project plan.Facilitates an effective team and allocates team members to project tasks. Requests resources provided by BPA performance managers. Resolve resource allocation issues with business and managers.Lead the project team through the project management process (creating and implementing the project plan).Schedule and facilitates team meetings.Oversee the implementation of the project on a daily basis (may include multiple projects) with regard to time, budget and quality. Facilitates project requirements, milestones, and project expectations.Oversees the project budget and schedule. Facilitate the team process, the interpersonal process by which individuals develop as a team.Coordinate activities of sub-teams.Anticipate and identifies areas of risk.Maintain issue, risk, and/or action logs.Develop contingency plans to manage risks on an ongoing basis. Project Manager must take a pro-active stance on risk management.Issue regular status reports.Maintain consistent communication with the project sponsor, performance managers, and clients on the progress of the project versus the plan.Remove obstacles or works with the sponsor or performance managers to remove obstacles so that the team can complete the project.Define the original project scope and gets authorization for changes to the project cost, schedule, or performance.Issue the final report and overall project initiatives.Generate and act on lessons learned.Other duties as assigned Position Requirements:Experience Level: 10 yearsEducation Level: Bachelor of Science in Engineering, Computer Science or a related technical discipline. Master’s Degree (Preferred)Certification Desired: PMP General Skill Requirements:Knowledge of and skill in applying:Ability to manage Telecommunications or IT Networking projects in accordance with industry project management principles.Ability to communicate verbally and in writing reflecting a clear, accurate, and courteous style.Ability to use a personal computer system and the Microsoft Windows operating system, Microsoft Office (Word, Excel, Outlook, PowerPoint, Visio and MS Project).Ability to manage timelines, dependencies, project expectations, milestones and resource allocation and management in projects.Ability to write and understand functional and technical IT specifications.Ability to accurately assess and estimate project costs.High level of skill with MS Project. Experienced with the fundamental operation, function, and workflow of Microsoft Project with regard to timelines, dependencies, project expectations, milestones, and resources.A working knowledge of Telecommunications or IT Networking planning, functional and technical specifications, and life-cycle management.A working knowledge of system testing from test plan development to reliable and verifiable test case development and results.Carry out assigned tasks with a professional demeanor reflected in excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem solving abilities.Ability to work autonomously given specific assignments.Ability to meet timelines, milestones, and project expectations and provide timely (daily) status updates.Communicate information verbally and in writing to technical and non-technical users.Understand and follow established processes and procedures including Change Management, Work Tracking and Time Management.
